El Excmo. y Rvdmo. Sr. D. José Manuel Lorca Planes nació en la pedanía murciana de Espinardo, en la Diócesis de Cartagena, el 18 de octubre de 1949.
Cursó los estudios medios en el Seminario Menor de San José y después los eclesiásticos en el Seminario Mayor San Fulgencio de Murcia.
Es licenciado en Teología Bíblica por la Facultad de Teología de Granada. Recibió la ordenación sacerdotal en la parroquia de San Pedro Apóstol, de Espinardo (Murcia), el 29 de junio de 1975.
Fue ordenado obispo el 6 de marzo de 2004 en Teruel, y el 18 de julio de 2009 fue nombrado obispo de la Diócesis de Cartagena.
El 1 de agosto de 2009 tomó posesión de esta Diócesis , continuando como administrador apostólico de la Diócesis de Teruel y de Albarracín hasta septiembre de 2010.
Desde marzo de 2014 pertenece a la Comisión Episcopal de Medios de Comunicación Social de la Conferencia Episcopal Española.
